In 1925, the private sector and the government of the day formed a joint initiative called the Reichs-Ausschuss für Lieferbedingungen or RAL, for short, whose aim was originally to achieve rationalisation by compiling a set of standard and precise sales conditions for technical products. In time, the RAL came to be recognized as the source of competence for the reliable marking of products and services.

The certification is shown by a quality mark which enjoys a major reputation with consumers and industry as products or services bearing the mark ensure a high level of tested quality.

The executing organisation for a RAL quality mark is usually a quality association (with the legal company form being an incorporated society). This is to be understood as a syndicate in which different manufacturers and providers have come together in order to award companies the right to use the quality mark in accordance with the joint articles of the society. The users of the quality mark are bound to comply with the quality and testing specifications.

 

Quality monitoring consists of an initial test, in-company controlling and external controls. The award is given only if the initial test is successful. After the test, all users of the quality mark undertake to carry out continuous in-company controls when making the quality-assured product or when providing the quality-assured services, whichever the case may be. Furthermore, the quality syndicate can have the product controlled externally by an independent test centre or an expert. In the case of the Gütegemeinschaft Rohrbefestigung, these external controls are carried out by renowned institutes such as the MPA-NRW in Germany or KIWA in Rijswijk in the Netherlands.
